In addition, <br /> to be all inclusive, other County Code changes and administrative rule changes that will be <br /> upcoming in a future bill will be also be included in the review process, for example sewer fees. <br /> DEM (Department of Environmental Management) anticipates the completion of these by end of <br /> November 2020. <br /> Council Member Richards reminded Your Committee that bills are now allowed to be reviewed <br /> by the EMC (Environmental Management Commission) concurrently with Council, however that <br /> a second reading and vote on said bill cannot be made without an EMC reply, or if they so <br /> desire, a non-reply. <br /> Inquiries and suggestions were made to Deputy Director Noda by Council Member Rebecca <br /> Villegas as to the amendments to the qualifications of the Director of Environmental <br /> Management, including the addition of other related degrees such as Environmental Sciences. <br /> Deputy Director Noda shared that the proposed amendments regarding the qualification of said <br /> Director position is to mirror what is written in the County Charter.
