The County of Hawaii Mass Transit Agency (MTA) is responsible for providing fixed -route and <br />paratransit service for Hawai'i Island. in addition, MTA provides a shared ride taxi program <br />which offers origin to destination services in the urbanized areas of Hilo. The Hele-On Bus, <br />paratransit services, and shared ride taxi programs are operated by private firms under contract <br />with MTA. <br />MTA's vision is to create a high quality multi -modal transportation system that provides safe, <br />reliable, convenient mobility choices that meet the commuting, social service, and other needs <br />of our residents and visitors. The multi -modal system should be environmentally responsible <br />and cost effective. <br />Federal Funding from the Federal Transit Administration has been relied upon for many years. <br />MTA receives Section 5311 and Section 5339 for operations and capital support. <br />Staff of the MTA includes an Administrator, Administrative Services Assistant, Program <br />Manager, Transportation Specialist, Transit Operations Assistant, Transit Assistant, Account <br />Clerks (3), Garage Supervisor, Automotive Mechanic 11, and Automotive Mechanic 1 (3). <br />INTRODUCTION <br />As a recipient of Federal Transit Administration funds, the Title VI Program Plan is to establish <br />guidelines to effectively monitor and ensure that the County of Hawai'i Mass Transit Agency's <br />programs and services, are in compliance with Title VI requirements. <br />Title VI states that "no person in the United States shall, on the grounds of race, color, or national <br />origin, be excluded from participation in, be denied the benefits of, or be subjected to <br />discrimination under any program or activity receiving Federal financial assistance." (42 U.S.C. <br />Section 2000d). <br />The County of Hawaii Mass Transit Agency will ensure that its programs, policies, and activities <br />comply with Department of Transportation's (DOT) Title VI Regulations (49 CFR Part 21) and with <br />Limited English Proficient (LEP) Persons requirements (70 FIR 74087, December 14, 2005). MTA <br />is committed to creating and maintaining a public transportation system that is free of all forms of <br />discrimination and will take all necessary actions that violates this policy or the rights and <br />privileges of those it is designed to protect.
