WIT171VIRUM <br />There are many major barriers affecting the production of affordable housing in the State of Hawaii. The <br />impediments to create affordable housing have been identified in the current SMS Housing Study which <br />also indicates these impediments affects not only the State but all four Counties as well. These <br />impediments have been identified as the lack of available developable land, lack of major off-site <br />infrastructure, high cost of construction, government regulations, community opposition and <br />environmental concerns. The County does not have the funding resources nor the available funding <br />sufficient to adequately address these impediments. However, the County continues to look at other <br />avenues to educate and promote legislation to support the development of affordable housing. <br />Actions it planned to remove or ameliorate the negative effects of public policies that serve <br />as barriers to affordable housing such as land use controls, tax policies affecting land, zoning <br />ordinances, building codes, fees and charges, growth limitations, and policies affecting the <br />return on residential. investment <br />The County will undertake the following to try to reduce the negative effects of housing barriers and <br />impediments to affordable housing. <br />* Coordinate landlord forums and promote benefits of its rental assistance program. <br />* Work with Real Property Tax Division to inform landlords about the Affordable Rental Housing <br />Program. <br />* Educate the community on tenant/landlord roles and responsibilities under the Fair Housing Act. <br />* Represent homeless needs to State Agencies to encourage mainstream resourcing to address <br />homelessness. <br />* Support authorized pre-emption, pursuant to Hawaii Revise Statutes 46-15 to assist in expediting <br />development of affordable housing projects. <br />* Maintain a housing website to increase housing and program information. <br />* Revise Hawaii County Code, Chapter 11 to promote development of affordable housing. <br />* Provide legislation to preserve affordable housing development and funding opportunities. <br />* Promote and amend the General Plan Land Use regulations to streamline housing. <br />* Review and update the County building code and recommend elimination or modification of onerous <br />Annual Action Plan 35 <br />2021 <br />OMB Control No. 2506-0117 (€mp.09/30f2021) <br />
