Housing Trust Fund (HTF) <br />Reference 24 CFR 91.220(1)(5) <br />1. Distribution of Funds <br />a. Describe the eligibility requirements for recipients of HTF funds (as defined in 24 CFR § 93.2). <br />Please refer to Section V. — "Eligible Recipients" of the attached HTF Allocation Plan. <br />b. Describe the jurisdiction's application requirements for eligible recipients to apply for HTF funds. <br />As a State designated HTF subgrantee, Hawaii County will manage and administer the use HTF funds to <br />increase and preserve the supply of decent, safe and sanitary affordable housing to develop and <br />preserve affordable rental housing to primarily serve households with incomes at or below 30% of the <br />area median income. <br />Please refer to Section VII. — "Application and Award Process" of the attached HTF Allocation Plan. <br />c. Describe the selection criteria that the jurisdiction will use to select applications submitted by eligible <br />recipients. <br />a: Hawaii County will review and rate all project proposals in accordance with the State's Selection <br />Criteria. In addition, all project proposals will be reviewed using Hawaii County's Selection Criteria, <br />which considers additional factors. <br />Please refer to Section Vlll. — "Selection Criteria" of the attached HTF Allocation Plan. <br />d. Describe the jurisdiction's required priority for funding based on geographic distribution, which is a <br />description of the geographic areas of the State (including areas of low-income and minority <br />concentration) in which it will direct assistance during the ensuing program year. <br />HTF received by the County will be used to fund eligible projects to increase and preserve the supply of <br />decent, safe and sanitary affordable housing to primarily serve households with incomes at or below <br />30% of the area median income in Hawaii County. <br />e.
