expenditure requirements, previous experience in successfully implementing projects utilizing federal <br />funds. <br />Please refer to Section Vill. — "Selection Criteria" of the attached HTF Allocation Plan. <br />f. Describe the jurisdiction's required priority for funding based on the extent to which rents for units in <br />the rental project are affordable to extremely low-income families. <br />A requirement of the award HTF funds are for new construction of affordable rental housing units <br />specifically targeting the extremely low households whose income is at or below 30% of the median <br />area income for the duration of at least 30 years. <br />g. Describe the jurisdiction's required priority for funding based on the financial feasibility of the project <br />beyond the required 30 -year period. <br />The County requires that a Declaration of Restrictive Covenants be recorded enforce all of the HTF <br />program requirements including the 30 -year affordability period stipulation. <br />Please refer to Section Vill. — "Selection Criteria" of the attached HTF Allocation Plan. <br />h. Describe the jurisdiction's required priority for funding based on the merits of the application in <br />meeting the priority housing needs of the jurisdiction (such as housing that is accessible to transit or <br />employment centers, housing that includes green building and sustainable development features, or <br />housing that serves special needs populations). <br />The criteria that applications for HTF funds are reviewed, ranked and rated includes location and <br />amenities critical to meet the needs of extreme -low and lot.!- and moderate -income households. Such <br />amenities include reliable access to public transportation, government services, medical and other <br />emergency services. <br />L Describe the jurisdiction's required priority for funding based on the location of existing affordable <br />housing. <br />The County considers all suitable areas throughout the County other than locations of existing <br />affordable housing. <br />j.
