' 1. . s M f. � <br />Fflnnnffrtn�s <br />t <br />The County of Hawaii is required to submit a Five -Year Consolidated Plan (CP) to the U.S. Department of <br />Housing and Urban Development (HUD) in order to receive its Community Development Block Grant <br />(CDBG) funds. The purpose of the County's 2020-2024 CP is to ensure that jurisdictions receiving direct <br />federal assistance utilize and develop a plan for its housing and related needs of very low-, low-, and <br />moderate -income families in a way that improves the availability and affordability of decent, safe and <br />sanitary housing within a suitable living environment. The County's 2020-2024 CP has three major <br />sections: Housing & Special Needs Housing; Homeless; and Community Development. <br />The County's CP provides goals, priorities, needs, and data used to develop the plan for how the County <br />intends to administer the HUD CDBG Program along with its allocation from the State of Hawaii for the <br />HOME Investment Partnership and National Housing Trust Funds Programs. <br />The State of Hawaii's CP provides background, direction, and a plan for how the State intends to <br />administer HUD's Home investment Partnership Program (HOME), National Housing Trust Fund (HTF), <br />Emergency Solution Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) to assist in <br />meeting the housing needs of Hawai`i's citizens. HOME and HTF funds are allocated between three <br />neighbor -island counties on a three-year rotation. <br />The County's Office of Housing and Community Development (OHCD) reviewed the 2019 Analysis of <br />Impediments to Fair Housing which focused on two primary impediments: <br />Agency staff knowledge of fair housing law <br />The degree to which agency policies and procedures (legal, regulatory, and administrative) align <br />with fair housing law and affirmatively promote equal access to housing for all Hawaii residents. <br />2.
