County of Hawai`i-CM Kimball reported that Senator Schatz spoke with COH <br /> Council and talked about the 2nd Federal stimulus package,ARPA,which includes a <br /> set aside for Economic Development grants for places losing revenue due to tourism. <br /> COH passed a resolution supporting a Jobs Corps Program that will hopefully fit in <br /> with state and federal funding streams. Working on Grant-in-Aid program and found <br /> a tremendous amount of need,many organizations operating in silos and moving <br /> forward with increasing networking and partnerships through a lens of the Change <br /> Framework. <br /> 2. County of Kauai-CM Chock reported that the county is still overwhelmed with the <br /> internal emergency caused by the flooding and landslide near Hanalei. Focused on <br /> getting goods and services to that side of the island. Making good strides in <br /> vaccinations and an uptick in travel-cautious optimism. Refmanced bonds. Starting <br /> with the budget session this week. Expanding Agriculture usage with roadside <br /> opportunities for the farmers. Working on responding to Vacant Properties <br /> Leadership Institute request for information. <br /> 3. County of Maui-CM King reported that Maui County has highest COVID rate in the <br /> state and that they ordered a shipment of N95 masks that will be distributed <br /> throughout the county. The council contracted for an affordable housing plan and will <br /> share the details when it is available. Maui Council is supporting SB 754 (lowering <br /> legal BAL to .05 when driving). Considering buying own water delivery system <br /> which is still alive at state level. Starting budget process soon. <br /> 4. City/County of Honolulu-CM Waters reported that they just finished budget <br /> briefings, that the mayor's budget was very"lean" and did not include any of the <br /> federal recovery money. Council looking to shore up affordable housing and <br /> homelessness efforts with ARPA funds. NACo/WIR Report <br /> CM King attended the EELU Meeting. The WIR board meeting was held on <br /> March 10 and she reported on the Western Caucus (very conservative group <br /> the HI is a part of due to geography) priorities. They are: concerned about <br /> limits on oil/gas drilling, mining, too many protections on navigable waters <br /> and"mismanagement" of national forests. <br /> NACo president made a presentation about new federal recovery funds <br /> (ARPA) and detailed how the money would reach the counties. CMs discussed <br /> that Hawai`i counties, except Honolulu County, are each getting about half the amount <br /> that they received from the CARES allocations due to their smaller size. It was agreed <br />
