Wagner and Charlene: lboshiApplication for Change of Zone <br /> (o) Promote a distinctive identity for the island of Hawaii to enable government, business <br /> and travel industries to promote the County of Hawaii as an entity unique within the State <br /> of Hawaii. <br /> (p) Identify the needs of the business community and take actions that are necessary to <br /> improve the business climate. <br /> (x) Encourage the health/wellness industry. <br /> (y) Encourage new industries that provide favorable benefit-cost relationships to the people <br /> of the County. Benefit-cost relationships include more than fiscal considerations. <br /> Discussion: <br /> With Kilo's projected population growth, there continues to be a need for additional office space <br /> and medical clinics in/Cast Hawaii. The instant Project accomplishes this goal with formal <br /> approval of the existing commercial use of the Property by the State Judiciary, by expanding the <br /> pool of potential lessees/users of the Property and the types of businesses which can legally <br /> operate there. The requested use for general office space or potentially, a medical clinic is <br /> consistent with the character of the neighborhood and the HDU designation under the LUPAG. <br /> b. Flooding and Other Natural Hazards: <br /> ( Goals <br /> (a) Protect human life. <br /> (b) Prevent damage to man-made improvements. <br /> (c) Control pollution. <br /> (d) Prevent damage from inundation. <br /> (e) Reduce surface water and sediment runoff. <br /> (f) Maximize soil and water conservation. <br /> Policies <br /> (c) Update and improve the Flood Insurance Rate Maps and other flood maps in compliance <br /> with the National Flood Insurance Program(NFIP) as needed. <br /> (d) Any development within the Federal Emergency Management Agency flood plain must <br /> be in compliance with Chapter 27. <br /> (g) Development-generated runoff shall be disposed of in a manner acceptable to the <br /> Department of Public Works and in compliance with all State and Federal laws. <br /> (j) The County and the private sector shall be responsible for maintaining and improving <br /> existing drainage systems and constructing new drainage facilities. <br /> (q) Consider natural hazards in all land use planning and permitting. <br />
