No base flood elevations or depths are shown within this zone. <br /> See Flood Hazard Assessment Report(FHAR), attached hereto as Exhibit"C'. During the <br /> period of Applicants' ownership, since 1985, flooding has not been an issue. <br /> According the General Plan, the urban commercial district of South Hilo, in which the Property <br /> is situated, "has displayed amazing recuperative abilities"from tsunamis and runoff from higher <br /> elevations (General Plan, §5.5.2) and has also gained more protection from these events with the <br /> completion of the Waiolama Canal in 1924 and the Ponahawai Storm Drain System in 1926. <br /> Thereafter, the Alenaio Stream Flood Control Project, completed in 1998, "mitigated much of <br /> the flooding that occurred in the Alenaio flood plain", which includes all of downtown Hilo <br /> except for the northern section of the business district. Natural Resources and the Shoreline: <br /> Goals <br /> (a) Protect and conserve the natural resources from undue exploitation, encroachment and <br /> damage. ;I <br /> (b) Provide opportunities for recreational, economic, and educational needs without ` <br /> despoiling or endangering natural resources. <br /> (d) Protect rare or endangered species and habitats native to Hawaii. <br /> (f) Ensure that alterations to existing land forms,vegetation, and construction of structures <br /> cause minimum adverse effect to water resources, and scenic and recreational amenities <br /> and minimum danger of floods, landslides, erosion, siltation, or failure in the event of an <br /> earthquake. <br /> Policies <br /> (g) Promote sound management and development of Hawaii's land and marine resources for <br /> potential economic benefit. <br /> (p) Encourage the use of native plants for screening and landscaping. <br /> (u) Ensure that activities authorized or funded by the County do not damage important <br /> natural resources. <br /> iS <br />
