General Plan, §14.1.1. <br /> The band Use Pattern Allocation Guide (LUPAG) Map designates the Property and the <br /> surrounding vicinity as high Density Urban, defined as suitable for the following uses: general <br /> commercial, multiple family residential and related services. Id. Urban centers, such as where <br /> the Property is situated, are purposefully concentrated for the permitted uses"so that the total <br /> activities of the community can be more readily and easily conducted." Id The General Plan <br /> provides that improvements to, and development of, such centers should be focused on <br /> expanding efficiency, livability and safety while encouraging growth by renewing the old and <br /> extending what is existing. Id. <br /> Goals <br /> (a) Designate and allocate land uses in appropriate proportions and mix and in keeping with <br /> the social, cultural, and physical environments of the County. <br /> Policies <br /> (a) Zone urban-types of uses in areas with ease of access to community services and <br /> employment centers and with adequate public utilities and facilities. <br /> (b) Promote and encourage the rehabilitation and use of urban areas that are serviced by <br /> basic community facilities and utilities. <br /> (c) Allocate appropriate requested zoning in accordance with the existing or projected needs <br /> of neighborhood, community, region and County. <br /> (f) Encourage the development and maintenance of communities meeting the needs of its <br /> residents in balance with the physical and social environment. <br /> (j) Encourage urban development within existing zoned areas already served by basic <br /> infrastructure, or close to such areas, instead of scattered development. <br /> Discission <br /> The instant request conforms to the general land use goals and policies. The proposed Project <br /> will contribute towards improving and developing this High Density Urban area in South Hilo by <br /> expanding efficiency and livability, in keeping with the character of the surrounding community. <br /> Such growth appropriately extends existing development in conformity with the General Plan <br /> and should be encouraged where it enhances the physical environments of the County by <br /> meeting the balanced needs of the community. <br /> Moreover, the standards for such development are appropriately met with respect to General Plan <br /> designation, district goals,regional plans, State Land Use.District and are compatible with <br /> adjacent zoned uses, availability of public services and utilities, access, and public needs.
