Wagner and Charles t; iboshi i"Application for Change of Zone <br /> Discussion <br /> The Property is not situated on or near the coast; and the proposed Project is not anticipated to <br /> have any significant impact on shoreline resources. The site is not likely to be a habitat for any <br /> federally or State listed candidate or proposed threatened or endangered plant or animal species <br /> due to a history of residential and urban use and related disturbance. There are no identified <br /> important or significant natural resources on the Property. Thus,the proposed change of zone <br /> will not have a significant effect on any identified natural resources or the shoreline. <br /> d. Historic Sites <br /> Goals <br /> (a) Protect, restore, and caliance the sites,buildings, and objects 0i'significant historical and <br /> cultural importance to I lavvaii. <br /> (b) Appropriate access to significant historic sites, buildings, and objects of public interest <br /> should be made available. <br /> Policies <br /> (c) Require both public and private developers of land to provide historical and <br /> archaeological surveys and cultural assessments, where appropriate, prior to the clearing <br /> or development of land when there are indications that the land under consideration has <br /> historical significance. <br /> Develop a continuing program to evaluate the significance of historic sites. <br /> (m) All new historic sites placed on the State or Federal Register after the adoption of general <br /> plan shall be included in the General Plan. <br /> Discussion <br /> The 3,056 square foot,two-story, permitted residence on the Property was initially constructed in <br /> 1925 and completed in 1949. This dwelling is still existing and in use today by Applicants' <br /> lessee. A detached, enclosed carport totaling 338 square feet was also built in 1925 and is still in <br /> use today. While these improvements are over 50 years old, and therefore considered "historic <br /> property"under Hawaii Revised Statutes, 6E-2,the Property is not listed on the National or State <br /> Register of historic places, is not recognized or nominated for any historical significance,nor are <br /> Applicants interested in listing the Property as such. Applicants do not,however,have any plans <br /> to alter the historic character of the dwelling and other improvements with this COZ request. <br /> e. Land Use—General Overview <br /> The Property is located in the Urban District under the State Land Use Law established by the <br /> Land Use Commission. The General Plan generally defines these lands as those "in urban use <br />
