EA <br /> September 23, 20921 HSAC Meeting Minutes Page 2 <br /> As of August 23 2021: <br /> Balance ofprimary HSAC account is $135,398.26. <br /> Balance of HSAC conference account is$52,796 41. <br /> Total deposit account balances is $188,194.67. <br /> CM Waters: Currently working on taxes and they have requested information from the <br /> accountants and his office is working on resolving a charge on the card <br /> CM Chock: Would like parameters around the card usage for HSAC. When Maui was heading <br /> treasure accounts, they created a policy around the debit card and will re-share the information. <br /> Action item to review Page 19 in the by-laws regarding finances. <br /> Treasurer's Report was accepted for audit with no objections. <br /> B. County Reports <br /> 1. County of Hawaii-CM Kimball reported that the HSAC conference has new dates for <br /> the conference that are September 28, 2022 - October 1, 2022 (Wednesday through Saturday). <br /> TicketSpice ticket dates have been changed. Existing registrations are carried over. 9 total <br /> sponsors for a total of$33,000. Budget goal for sponsors is $65,000. New hotel rates have <br /> increased from $259 to $299 for the conference lodging. Innovation Grant from Hawai'i County <br /> R&D will be carried over to the new dates. On September 22, 2021 a Financial Literacy <br /> Resolution to urge the Department of Education to support legislation to include financial <br /> literacy in the curriculum. Briefing from the finance director about the spending of the CARES <br /> and ERAP money, $14 million in the emergency rental assistance program but very little uptake <br /> in the program. Just about done with the TAT Legislation and hoping to have it on Oct 19, 2021 <br /> committee meeting. <br /> 2. County of Kauai-CM Chock reported that their TAT Bill did pass. The start date is <br /> October I". Had a meeting with Nahelani and gave an overview and briefing of the position. She <br /> would like to serve as executive assistant. They are in the process offinalizing the contract. The <br /> goal is to have her onboard by October 1, 2021. <br /> 3. County of Maui-CMKing reported about the ERAP. Of the $36 million available, only <br /> $11.1 million has been distributed. The county TAT surcharge passed the first reading. Second <br /> reading will be on October 1, 2021 and the hope is that it goes into effect on October 1, 2021. <br /> Does not affect any reservations made prior to October 1, 2021. Charter commission meeting <br /> and they are expecting 10 or more new charter amendments for Maui including a district voting <br /> amendment would mean candidates do not have to run on all 3 islands in every district. Maui <br /> created a Temporary Investigative Group (TIG) to come up with some "over tourism"solutions <br /> by speaking with groups of broad stakeholders. Passed at CARE Committee- a requirement that <br /> homes larger than 5,000 square feet have to be built to net zero. <br />
