City/County of Honolulu- Update from CM Waters-In Honolulu's 2020 budget bill there <br /> was a proviso allowing the administration to have free reign of the CARES Act money. Have any <br /> of the other counties had the same situation?Looking at some of the council priorities and <br /> include them on how to spend the money. Budget attorney advised that they should have and <br /> could have put the ERAPA money in the budget. <br /> C. NACo Report No report. <br /> D. WIR Report CMKing reported that she wasn't able to attend the last meeting but <br /> there is an upcoming WIR National Conference in October 13-I5, 2021, in Salt Lake <br /> County, UT without any accommodations for virtual attendees. <br /> Motion to receive reports approved with no objections. <br /> V. NEW BUSINESS <br /> a. Discussion and consideration of 2022 HSAC Legislative Package and Extension of <br /> Deadlines and Proposals <br /> CM Waters asked ifgetting items through our councils before we submit to the HSAC board <br /> for approval and then back to the councils for final approval the most effeceint way to do <br /> this? CMKing-the by-laws don't say we need to send it to HSACfrom the councils first but <br /> once we get the HSAC package ready then we take it to our councils for approval. Having <br /> to have the bills officially approved beforehand seems like it forces too many deadlines. CM <br /> Kimball is okay with asking HSAC to approve legisltive priorities this time around. Two <br /> objectives are to get the bills we want this session and then to make HSAC a force <br /> legislatively. CM Chock- The reason HSAC is getting council approval before submitting <br /> to HSAC legislative packet review is to show that these have been vetted by the councils <br /> which shows support when submitting to the HSAC Legislative package. <br /> John Okudura-Believes the list is too long including in areas that we don't have expertise. <br /> Currently concentrating on 3 or 4 bills. We should focus on 4 or 5 bills at most in the <br /> package. CMKing- disagrees because they have had 15 bills in HSAC package before. <br /> John Okudura- Feels certain he can finish 3 bills by tomorrow if he hears back from the <br /> people about the taxes. He is having a hard time with the cesspools and the process of <br /> negotiating with the unions isn't going to work quick enough. Now exploring the idea of <br /> counties establishing wastewater improvement districts. <br /> CM Waters-Suggests having a separate meeting just on HSAC Legislative Package. <br /> CM Chock-recommends we come back for another meeting to figure out the deadlines and <br /> who is going to be introducing any bills. <br />
