IMPACT SIGNIFICANCE ANALYSIS <br /> Aa Relationship Between Local Short-Term Uses of Environment <br /> and Maintenance and Enhancement of Long-Term Productivity <br /> The short-term use of the site would probably be continued residential <br /> use. However, given that the subject site is in an area of land use <br /> transition and considering the traffic along Kanoelehua Avenue and <br /> more so, Kekuanao`a Street, long-term residential use may not be that <br /> desirable <br /> Further, this project should not result in any significantly adverse short or <br /> long-term impacts that cannot be properly mitigated. There will be direct <br /> and indirect economic benefits - albeit small - resulting from the <br /> construction and implementation of this project. Relatedly, the project <br /> will generate increased tax revenues that can supplement the State and <br /> County's fiscal resources. <br /> Because of its location: this project will provide a service that can be <br /> made reasonably accessible to the region and immediate <br /> neighborhoods. The required infrastructure - if needed - will be <br /> implemented by the Applicant to mitigate potential impacts of this <br /> project. <br /> Finally, the design and scale of the project will be quasi-residential in <br /> nature. As such, in spite of its "mixed industrialfcommercial" use, a <br /> residential ambiance could still be captured. <br /> B. Irreversible and Irretrievable Commitment of Resources <br /> The subject site is already disturbed. As such, the commitment of <br /> natural or other resources (such as archaeological) would not appear to <br /> be an issue. The likelihood of finding archaeological features on the site <br /> is remote, due to the past development of the site. Further, any <br /> unanticipated finds will be properly mitigated upon consultation with <br /> appropriate government agencies. <br /> C. Mitigative Measures <br /> The Applicant intends to provide any required off and on-site <br /> infrastructure in conjunction with the development of this project. <br />
