^C"GJ'`:Irnber 3, 021, HSAC Meeting Agenda Page I 3 yaaYas$e
A
ISO
y
minerals. Had three meetings where we heard from experts. May be one
of the most aggressive bans on sunscreen.
Massed second and final reading for all homes 5000 sq ft or larger to be built to net
zero standards. Modelled after a bill passed in Colorado who lowered that threshold
to 3000. Different categories for buildings.
Passed first reading on a new moratorium that would apply to the whole island - for
two years on any new hotels or rentals in the entire county.
Passed the HSAC package on Friday.
COP26 overview - appears there are incomplete commitments by the countries. More
focus on local city and county and state governments. Everything moving ahead is
being done at the local level.
On a panel called America is all in - Was there for 2 weeks, on 12/14 panels over the
two weeks.
When the money comes in from the American Rescue plan - it needs to find its way to
the city and counties. Need a way to apply for the money directly.
Same day we passed the sunscreen ban - the state government unveiled the dispenser
on the .Big island which will dispense mineral sunscreen to the general public.
Exciting. Hope it spreads across the state.
City and County of Honolulu
CM Waters: Passed out of committee going into third reading. Bill 40 - establishes a
TAT tax. In order to get Esther Kia'aina on board - dedicate a portion of it to
mitigate the impacts of visitors on public and natural resources for the maintenance
of beaches and parks.
The Enviro committee came out in support of this tax. Similar to HSAC leg package,
Climate mitigation impact fee.
Looking at short term rentals again - 10 million visitors and only the ability to house
7 million in hotels. Continuing next month as the pro short term rental community
comes out in force.
Since Maui and Kauai was the first to pass the CTAT- are you collecting the money?
CM Chock: We are. Sense of urgency to get it going.
