As such, coastal impacts resulting from discharge of wastewater <br /> systems from the site should not be significant. Further, being a non- <br /> coastal property, no coastal access will be affected. <br /> As the site falls within the Critical Wastewater Disposal Area, septic <br /> tanks will be required for any new dwelling. These will be constructed <br /> in a manner meeting with the approval of the State Department of <br /> Health. <br /> Noise, Air Quality, and Dust <br /> The existing private Kalaoa Camp Road has a 12-foot pavement with <br /> graveled shoulders within an existing-30-foot easement through the <br /> property. This road abuts the Hawai'i Belt Highway (Highway 19). <br /> The existing ambient traffic level along the private road is relatively <br /> low. Relative to the traffic along Highway 19, however, the traffic can <br /> be significant during certain hours. Since three (3) homes are eligible <br /> on the site, two (2) of which already constructed, and the zoning will <br /> not result in the creation of any additional dwelling, the noise level <br /> associated with traffic is not anticipated to increase at all. <br /> There may, however, be short-term noise impacts associated with the <br /> construction of any required infrastructure and the structures. In that <br /> event, contractors will be required to comply with appropriate noise <br /> and related mitigation measures of the State Department of Health. <br /> The proposed development should not generate any direct 2if ciuslity <br /> impacts. The only discernible air quality impact could be associated <br /> with the vehicular traffic to and from the site. While there will be an <br /> impact to the ambient air quality, the impact should not be significant, <br /> as the project will not result in any increase in density. Further, with <br /> higher EPA standards for automobile air emissions, the air quality <br /> impact should thus hopefully not be significant. <br /> As such, with the exception of potential construction dust in the <br /> beginning, long term dustigenerated by the project should be minimal. <br /> Construction dust, however, like construction noise will havto comply <br /> with the State Department of Health's regul;--3tions. <br /> J. Scenic and Visual Considerations <br /> In the Natural Beauty element of the General Plan, there are sites or <br /> areas listed as being a scenic resource. The subject site is not listed <br /> 14 <br />
