Historic/Cultural/Archaeological Resources <br /> Although there was no archaeological survey of the site, it is unlikely that archaeological <br /> resources will be encountered as the parcel has been developed and used for residential <br /> purposes for many years. The applicant is not seeking any development outside of the <br /> envelope of the existing building aside from parking and landscaping improvements. <br /> However, in the event undiscovered archeological remains are found, any work in the <br /> immediate area would cease and would only resume after proper clearances from the <br /> State and/or County have been received. <br /> F. Valued Cultural Resources <br /> In view of the recent Hawaii State Supreme Court's "DASH" and "Ka Pa`akai O <br /> Ka Aina" decisions,the issue relative to native Hawaiian gathering and fishing rights <br /> must be addressed. Specifically, there must be a discussion on the cultural, historical and <br /> natural resources, as well as the associated tradition and customary practices of this site. <br /> In this situation, the subject site is not adjacent and/or proximate to the shoreline. As <br /> such, gathering of marine life and coastal access is not an issue. <br /> It is not known whether the subject or immediate surrounding area was used in the recent <br /> past for the gathering of plants by Native Hawaiians. The applicant has not observed any <br /> Native Hawaiians gathering plants on the site or the adjoining properties. Thus, it would <br /> appear unlikely that the site would serve such purpose today. <br /> In the event that legitimate gathering claims are made by Native Hawaiians, the applicant <br /> intends to respect and honor such claims and provide the legal and needed access within <br /> the site. <br /> Based on the above, it does not appear that the project would have any potential adverse <br /> impact relative to the cultural and historical resources of the area. <br /> G. Water and Coastal Resources <br /> The subject site is located approximately d miles from the coastline and sits at <br /> approximately 325 feet elevation. As such, coastal impacts resulting from discharge of <br /> wastewater systems from the site should not be significant. Further, being a non-coastal <br /> property,no coastal access will be affected. <br /> H. Noise, Air Quality and Dust <br /> The proposed rezone and commercial operation should generate little-to-no direct long- <br /> term noise or air quality impacts. The applicant's intention is to convert the existing <br /> duelling to an appliance and furniture retail outlet. The business operations would be <br /> fairly quiet in nature and the store would operate during daytime hours only, from 9:00 <br /> 21 <br />
