Although the zoning of the property will <br /> change from Residential to Village Commercial, long-term effects to noise, air quality <br /> and dust should remain relatively the same as they are at current levels given that many <br /> of the adjacent properties are also zoned Village Commercial and the subject site is <br /> currently the only property with access off of Laukahi Place for residential purposes. <br /> The only discernible long-term air quality impact could be associated with the vehicular <br /> traffic to and from the site. While there will be an impact to the ambient air quality,the <br /> impact should not be significant. Especially considering higher EPA standards for <br /> automobile air emissions, the air quality impact should be negligible and relatively the <br /> same, or less, than the air-quality impact of surrounding land uses on Laukahi Place. <br /> There may, however, be short-term noise and dust impacts associated with the <br /> construction of improvements required to change the use of the existing dwelling to <br /> commercial occupancy. In that event, contractors will be required to comply with <br /> appropriate noise and related mitigation measures of the State Department of Health. <br /> I. Scenic and Visual Considerations <br /> In the Natural Beauty element of the General Plan, there are sites or areas listed as being <br /> a scenic resource. The Royal Palms fronting Keaau Intermediate School are among the <br /> sites listed. The proposed project does not impact any views of the Royal Palms and <br /> should thus have no effect on this scenic resource= <br /> VI. Social and Related Considerations <br /> A. Surrounding Land Uses <br /> The subject property is located on Laukahi Place, within the Keaau Regional Town <br /> Center as identified in the PCDP (Figure 7). This area is intended to serve residents of <br /> the Keaau connnunity while also providing region-serving facilities. It is a concentrated <br /> area of mixed use,higher density residential, retail, commercial employment, and/or <br /> regional one-of-a-kind facilities.Nearby properties are a mixture of commercial <br /> establishments (i.e. gas stations, convenience stores, grocery stores, pharmacies, <br /> churches, banks), public services (Le Keaau Middle School, Keaau Public/School <br /> Library, Keaau Urgent Care) and single-family dwellings. <br /> The subject property is the only residentially operated parcel with access off of Laukahi <br /> Place. Other properties which use Laukahi Place for access include the adjacent 76 Gas <br /> Station/7-Eleven, the HMSA Administrative offices, the Roman Catholic Church and <br /> Keaau Middle School. Aside from one single-family dwelling directly to the northeast <br /> which takes access from Milo Street, the subject site is surrounded by commercial uses <br /> (Figure 9). <br /> 22 <br />
