Honorable Maile David, Chairwoman <br /> and Members of the Hawaii County Council <br /> June 3, 2022 <br /> Page 4 <br /> Organization: Na Mamo 0 Kawa (" ") <br /> POC Land: (3)9-5-016:006 &025; 017:005& 007 [ `a/Kawa°a y]Acquired 2008 <br /> Amount Requested: $123,500(Total Project Cost: $201,000) <br /> NMOK's proposal, as we understand it, consists of the following objectives: <br /> 1. Execute the Native Dryland and Coastal Preservation Plan; identify, obtain and propagate <br /> native flora; plant, monitor and post signage around native flora; and involve local schools in <br /> all of the aforementioned efforts. <br /> 2. Execute the Cultural Site Monitoring Plan with lineal descendants, cultural practitioners, <br /> archaeologists and stakeholders and conduct"lonoikamakahiki rain ceremonies"with <br /> community members, lineal descendants, and cultural practitioners. <br /> 3. Maintain access and safety of property by updating and servicing security equipment; <br /> contracting qualified local maintenance services; ensuring security and sanitation of property; <br /> maintain access points, trails, roads and recreational areas; and reporting illegal activities <br /> and violations to authorities. <br /> 4. Execute Freshwater Spring Preservation Plan; continue out-planting of native plants along <br /> banks of the springs to control erosion; measure spring discharge and monitor water <br /> quality/salinity; and monitor native aquatic resources. <br /> 5. Execute wildlife monitoring protocols (green sea and hawksbill turtles, Hawaiian hoary bats, <br /> monk seals, and shorebirds activities; initiate a coastal and nearshore marine fishery and <br /> monitoring program; implementing a pest management protocol to control invasive rodents, <br /> ungulates, and cats. <br /> Review of NMOK's objectives, as presented in its business plan, project description and budget details <br /> informed the following assessments: <br /> 1. Objective#1 appears to qualify under criteria (2) and (3). <br /> 2. Objective#2 appears to qualify under the presumptive criteria. <br /> 3. Objective#3 appears to qualify under criteria (1), (2), (3), and (4). <br /> 4. Objective#4 appears to qualify under criteria (2), (3) and (4). <br /> 5. Objective#5 appears to qualify under criteria (2) and (3). <br /> Given the above, it is my recommendation that Na Mamo O Kawa will be able to complete its project in <br /> accordance with the project description submitted and in strict adherence to the conditions governing the <br /> PONC Maintenance Fund. <br /> County of Hawaii is an Equal Opportunity Provider and Employer. <br />
