11. Surrounding Zoning and Land Uses: The area is predominantly urban and residential <br /> in character with some agricultural lots. Properties to the west are zoned Single-Family <br /> Residential (RS-15). Properties to the north, south and east are zoned Agricultural (A-3a <br /> &A-I a). The majority of the area is within the State Land Use Urban district, including <br /> the subject property. There is a remnant parcel ("Camp 5-A" and TMK: 2-4-039:002) <br /> which is owned by the State of Hawaii and is located between a portion of the subject <br /> parcel frontage with Ainaola Drive. <br /> 12. ALISH: Existing Urban Development. <br /> 13. Land Study Bureau's Productivity Rating: Existing Urban Development. <br /> 14. U.S. Soil Survey: The soils on the subject property are classified as Panaewa very cobbly <br /> hydrous loam 2 to 10 percent slopes. This soil consists of moderately well drained, <br /> extremely stony hydrous loam soils over pahoehoe lava. <br /> 15. FIRM: The property is mainly located within Flood Zone "X", which is an area outside <br /> of the 500-year flood plain. There is a portion of the property associated with a branch of <br /> the Palai Stream that runs in a south to north direction through the property, which is <br /> within the Flood Zone "AO",which is the special flood hazard area that corresponds to <br /> the areas of one-hundred-year shallow flooding (usually sheet flow on sloping terrain) <br /> where average depths are between one to three feet. Lastly, there is a small portion <br /> within the subject property that is in Flood Zone"AH", which is a special flood hazard <br /> area that corresponds to the areas of one-hundred-year shallow flooding (usually areas of <br /> ponding)where average depths are between one and three feet. (Planning Department <br /> Exhibit 3—FIRM Map dated June 21,2022) In order to manage floodways in the area, <br /> the applicant is willing to construct a new underground culvert system that will channel <br /> the floodwaters along the property's eastern boundaries along Amaola Drive for disposal <br /> into the existing culvert system maintained by the County at the Hailial Street-Ainaola <br /> Drive intersection. <br /> 16. Flora/Fauna: No professional surveys were conducted of the site. The property has <br /> been previously cleared and is overgrown with non-native plants and other invasive <br /> species. The property is located in an urban setting in an area dominated by single-family <br /> residential uses. The applicant does not believe that rare or endangered floral or faunal <br /> -3- <br />
