18. Flerall'auna Resources
No professional flora or faunal surveys were conducted of the site as past indications
suggest that the Project Site has been previously cleared as part of its historical use as a
sugar cane field that is now overgrown with non-native plants and other invasive
species. The Project Site is located in an urban setting in an area dominated hysingle-
family residential uses, For similar reasons, the Applicant does not believe that rare U[
endangered floral or faunal resources exist within the Project Site nor are there
anticipated habitats for any rare orendangered animals. Given its elevation, |tcould be
possible that the Project Site may befrequented bythe Hawaiian Hawk /|^o\ and the
Hawaiian Owl (Pueo).
19. Archaeological Resources
Records on file with the Planning Department indicate that an archaeological inventory
survey Vfthe Project sbexvasconductedby46K4AffiOatesin2O15` cornprisingofa
surface survey with noSubsurface testing that found norailroad nrcamp remnants
associated with the Project Site past use as a sugarcane field associated with tile
VJaiakea Sugar Company field system. For these reasons, the State Department ofLand
and Natural Resources, by its letter dated January 11, 2018 /see , concluded
that nVhistoric properties will be affected asitpertained tmthe adjoining VVa|akeaNani
Estates subdivision project just mauka of the Project Site. The Applicant anticipates the
same conclusion for this Project Site. Regardless, during any grubbing orgrading work
associated with the proposed subdivision project, the State Historic Preservation
Division will be notified and all work shall immediately cease upon inadvertent discovery
ufany archaeological feature.
20. Cultural or Native Gathering Right
According to the Applicant, there are no known customary or Native Hawaiian cultural
rights exercised within the Project Site due to its past cultivation in sugar cane and its
current state that finds it now heavily overgrown with non-native and invasive species
ufplants and animals, The Project Site isnot near the coastline nor are their any
streams or other special features that could provide an environment for the practice of
cultural ornative gathering rights.
1l | Pa@u
