REQUEST: <br /> Request a resolution to enter into an agreement with the Federal Highway Administration and the Hawaii <br /> Department of Transportation Highways Division to receive$96,000.00 to organize, promote and conduct <br /> three 1-day community events. The free events will promote the use of alternative modes of transportation, <br /> provide hands-on activities and educational materials to promote pedestrian and bicycle safety; and <br /> introduce the community to the interconnectivity provided by the trail system in their vicinity. The period of <br /> performance end date is December 31, 2023. <br /> Also requesting to create account and a bill to appropriate funds. <br /> B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED): <br /> The Mayor's office was awarded$120,000.00($96,000.00 with$24,;000.00 county match through P&R) in federal funds <br /> from FHWA(Transportation Alternative Program{TAP))for the Trek TheTrails project to activate Hawai'i Island's <br /> multimodal trails and promote alternative transportation options and Safe Routes to School.Trek The Trails is a series of <br /> free events where communities come together to walk,bike, roll, and discover multimodal transportation options around <br /> Hawaii Island. <br /> Hawaii Island has set a goal of net zero emissions by 2035. Reducing single occupancy vehicle use is a core strategy for <br /> this goal. Currently, Hawaii Island has a high rate of pedestrian and bicyclist injury and death.Alternative transportation <br /> facilities are lacking. <br /> Over the past thirty years,the County of Hawaii has made efforts to increase safe bicycling and pedestrian facilities. Most <br /> notably,with the creation of Hilo Bayfront Trail(Hilo), Waimea Greenway and Trails(Waimea), and Queen's Lei(Kona). <br /> These three multimodal trails are especially important because they connect crucial housing, education, and business <br /> districts to each other.Additionally, in 2021,the HDOT Bike Plan Refresh Survey showed that Hawaii County residents <br /> preferred Protected Bike Lanes and Multimodal trails to any other form of bicycling facility. Improving community awareness <br /> of these trails will increase use of the trails by alternative transportation users. <br /> Trek the Trails is a series of 1-day events designed to activate the trails with informational and activity booths sharing <br /> education about Hele-On Mass Transit service, each Trails'volunteer group, HIBIKE Bikeshare, Safe Routes to School Bike <br /> Education and pedestrian classeslactivities(such as Bike Rodeo),Walk with a Doc, schools,and culturally specific <br /> performers and food vendors. <br /> SIGNED: DATE: <br /> Department Head <br />
