In addition to its goals, policies and standards,the General Plan also includes the <br /> Land Use Pattern Allocation Guide (LUPAG) Map, which is a graphic representation of <br /> the document's goals and policies to guide the coordinated growth and development of <br /> all sectors of the County by presenting a graphic depiction of the physical relationship <br /> among the various land uses. The LUPAG Map establishes the basic urban and non- <br /> urban form for areas within the County. <br /> The subject property is designated for Rural uses, which includes existing <br /> subdivisions that have a significant residential component, such as Kanehoa Subdivision. <br /> The intent of the State Land Use District Boundary amendment and change of zone <br /> requests is to separate two (2) existing single-family dwellings situated within the 5.848- <br /> acre property into their own separate properties for estate planning purposes. <br /> Physically, the net effect of this change of zone request will result in no change of use of <br /> the existing property. <br /> There are many goals, policies, standards and courses of actions within the <br /> General Plan that speak towards the protection of important agricultural lands within <br /> the County, and it would be insincere to present this change of zone request in any <br /> manner more than that simply a matter of estate planning to partition a piece of land so <br /> that two existing single-family dwellings will maintain their own separate lots. <br /> Given the LUPAG Map designation of Rural for this particular area of `Ouli,the <br /> requested State Land Use District Boundary amendment and change of zone would be <br /> consistent in maximizing choices of single-family residential lots for our island residents <br /> by breaking a larger lot with two existing homes into separate homesites, making it <br /> more manageable as each existing home is owned by separate parties. <br /> Overall, the requested State Land Use District Boundary amendment and change <br /> of zone to a rural (R/RA-2a) designations would be appropriate land use pattern in this <br /> particular area and supported by a significant number of similar land use actions <br /> stretching over two decades, and simply because the existing use of the property will <br /> continue as residential homesites. <br /> 17 <br />
