Mansour,Director <br /> !• <br /> Department of Environmental Management <br /> DATE: September 22, 2022 <br /> SUBJECT: Stanford Carr Development,LLC <br /> l`:xeniption request for"Ho`omalu at Waikoloa"(Waikoioa Workforce Rental <br /> 1 lousing) at TMK(3) 6-9-008:032 <br /> The Department of Environmental Management appreciates the opportunity to comment on the <br /> draft application for Ho'omalu at Waikoloa, a workforce rental housing community. <br /> Staff has expressed concern about whether HRS §201H-38 grants the authority to exempt this <br /> project Froin DEM Administrative Rule No. 12-1.3,solid waste fees, <br /> Also, the draft application does not specify any tonnage amount, and thus we cannot assess the <br /> financial impact to the Solid Waste Fund,which is already subsidized by the General.Fund. <br /> Paragraph 5.3.13 notes that the surface of the subject property includes "de minimis amounts of <br /> general refuse(trash and debris) visible, including construction debris." While the tipping fee for <br /> removal of existing debris can be covered by a waiver,approved by the Mayor,pursuant to <br /> Hawaii County Code 220-04-01(c), the application does not distinguish between this request and <br /> the debris that Would be generated by the construction of 228 units. <br /> Absent additional funding to the Solid Waste Fund to cover the shortfall caused by the <br /> acceptance of unspecified amounts of construction-generated waste, the. Sol icl Waste Division <br /> cannot provide a favorable reconiniendation for this exemption request, as it could negatively <br /> impact its ability to deliver on necessary solid waste management a.nd disposal s ervices, plus <br /> landfill diversion and recycling prioritles, for the County of Hawaii. <br /> County of Hawal'l is an Equal Opportunity Provider and Employer <br />
