Where does the project <br /> fit in relation to community development, land use, and zoning plans? <br /> The project is seen to represent a substantial achievement with respect to the state <br /> of Hawai`i's goal for development of 22,500 new affordable rental housing units by <br /> December 31, 2026, as expressed in Act 127, Session Laws of Hawaii. In addition, <br /> as the first known affordable housing project proposed within a major resort on the <br /> island (and perhaps even within the state), it is hoped that the project will make a <br /> meaningful difference in supporting the housing needs and living conditions of local <br /> residents who work within Waikoloa Beach Resort and elsewhere in the region. See <br /> Exhibit 20 for further details. <br /> The project is consistent with local and regional development plans, including the <br /> site's State Land Use Urban designation, its General Plan Resort Node designation, <br /> the intent of SMA Special Use Permit 25 (1977), and the multiple family residential <br /> zoning that underlies those areas planned for housing development. <br />
