October 25, 2022, HSAC Meeting Agenda Page 1 4 4g<P<Eao
a k
ti
iii. County of Maul
CM King: We passed out on second and final reading the lighting bill, long period of
time the bill goes into effect on July 1. Gives 3 years for businesses and those who live
along the shoreline to be compliant. In the process of going through this bill we noted
there were many in violation of the current lighting bill and needs enforcement. We
used what happened on the Big island who have been living with the lighting bill for
10 years.
Past a bill for the bike industry limiting the downhill on Haleakala highway,
dangerous and residents have been working to limit that activity. That passed.
Passed a reso out of the care committee to support the admin to engage in
sustainable tourism, these are global certifications. So far, only 3 other jurisdictions
have done. We also passed the EIEC updates out of the care committee, public works
dep did not make amendments. Working with architects and builders in the
community as well as the state energy office. Had some EV mandates, some thought
it better in the building code rather than the HEC. Going to first reading at next
council. Changes need to be made by Dec 15. Grateful to the community for coming
out.
authorized eminent domain proceedings for - authorized trust for public lands and
$IM grant from legacy lands, during that period the owner decided to sell. The other
developer was going to buy the property for less than the county was offering. Now we
are in a battle with the new owner to get this land back to the county for
conservation.
Biodiesel is working with Robinson on helping them put the model together and we
will be taking that story to COP27 as an example of sustainable energy.
CM Chock:Any discussions on HSAC succession?
CM King:Assuming CM Tamara Paltin will be the successor and Shane Sinenci will
be the alternate as he is also the WIR representative.
iv. City and County of Honolulu
