WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance Fund") "to preserve the land, promote public safety, and maintain a healthy stewardship"; and WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and WHEREAS, P6hdha I Ka Lani is a 501(c)3 nonprofit organization whose mission is to revitalize and advance indigenous Hawaiian culture; and WHEREAS, P6hdha I Ka Lani submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the Waipi`o Valley Lookout, which is situated in the Hdmdkua District (TMK: (3) 4-8-004:006), and acquired via the Public Access, Open Space, and Natural Resources Preservation Fund after adoption of Resolution No. 427-06; and WHEREAS, during its September 12, 2022, meeting and pursuant to section 2-217 of the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources Preservation Commission forwarded a positive recommendation for this project to the Director of Finance; and WHEREAS, Communication No. 1077, issued by the Director of Finance on October 14, 2022, submitted for the Council's consideration nine applicants for stewardship grants for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and WHEREAS, the Director of Finance in Communication No. 1077 recommends that P6hand I Ka Lani will be able to complete its project in accordance with the project description submitted and in strict adherence to the conditions governing the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund; and WHEREAS, the Council finds that awarding a stewardship grant to P6hdha I Ka Lani will allow it to contiunue it ongoing efforts to reduce invasive species, propagate native plants, educate users about the area's history and culture, and preserve the land, promote public safety, and maintain a healthy stewardship; and
