REQUEST: <br /> Creation of a Water Safety Officer V(Branch Chief) Position for Ocean Safety <br /> To be funded partially by the County (75%) and partially by the State Ocean Safety Grants for <br /> Hapuna and Kua Bay (25%). <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Hawaii Fire Department is seeking to create two new positions for which funding has already been <br /> located and approved through Deanna Sako in finance. These positions are a Water Safety Officer V and a <br /> Clerk III for the Ocean Safety Branch of the Hawaii Fire Department. This B-52 covers the WSO-V position. <br /> An Ocean Safety Officer V is an essential role for ensuring the safety of beachgoers and the efficiency of <br /> lifeguard operations. With 62 lifeguards under their supervision, this officer would provide critical leadership, <br /> oversight, and support to ensure that each beachgoer is protected from the dangers of the ocean. This <br /> position would be responsible for providing training, resources, and guidance to the lifeguards under their <br /> supervision and oversight of all lifeguard operations in Hawaii County. By ensuring that each lifeguard is <br /> adequately trained and equipped, the Ocean Safety Officer V would be instrumental in maintaining the <br /> highest level of safety for all beachgoers. <br /> Additionally, the Ocean Safety Officer V would play a critical role in coordinating with the supervisory captains <br /> and the lieutenant to develop and implement effective safety protocols, ensuring that all lifeguards are <br /> following proper procedures and are adequately prepared to handle any emergency situations that may <br /> arise. With the combination of their expertise, training, and experience, the Ocean Safety Officer V would be <br /> the perfect candidate to provide the leadership and guidance needed to ensure that the beach is a safe and <br /> enjoyable place for everyone.'Therefore, this position is essential to ensure that all lifeguards are performing <br /> their duties effectively and that thebeach is as safe as possible for all visitors.
