February 13, 2023, HSBC Meeting Agenda Page 1 3 s azEu
A
t
°R aU
CM Paltin: We have welcomed our ninth member, and set up our
committees. Passed a resolution extending exemption on midwifery. Recognized our
central dispatchers as first responders. Took definition from State of Alabama and
inserted it into the resolution. First responder is telecommunications, firefighters, etc.
Urges the Mayor to recognize central dispatchers as first responders, the next step is
for them to unionize.
Next week working on Director confirmations, boards and commissions. Discussing
council rules. Have a resolution in the upcoming agenda as Maui is the last county to
put out an RFP on the homeowners assistance fund. Urging the administration to
put out an RFP, deadline is 2025, have $8M on the table. HNL is the last county
before us and they got their RFP out in Ian of 2022.
iv. City and County of Honolulu
CM Waters: Taking up the conceal and carry law. Big debate over signage whether
you say guns are not allowed, or guns are allowed.
Passed 201H bills, which were controversial. Would like to build more affordable
housing. Interesting talking to other members of NACo they are all experiencing the
same issues as we are, homelessness, etc.
CM Kia`aina: Agree with the Real property tax being something we should all share,
because the farm bill is coming up, going around proposing a new program to be
included in the farm bill. Should have something on traditional food programs for
indigenous peoples. Proposing this program, cannot talk about food security and not
think about the complexity. If we can tackle food security in agriculture, it should be
in the context of a national program, so we can help our Native brothers and sisters.
These initiatives need a lot of money and should be a national issue. If we can
mobilize the counties and introduce it as a new program. Jill Tokuda is on the house
agriculture committee and then Case and Schatz can help with the money needed.
CM Kimball: Encouragement on the gun safety bill. Have people in Hawaii county
want to connect to Esther
