STATE AND COUNTY PLANS AND PROGRAMS <br />80. The Petition Area, as amended, is within the State <br />Land Use Agricultural District as shown on the Land Use District <br />Boundary Maps (USGS Quads) H-7 (Kailua), and H-8 (Kealakekua). <br />81. The Petition Area is designated within a "Resort <br />Destination Node" in the West Hawaii Regional Plan ("WHRP") <br />prepared by the office of Planning. Kailua-Kona is a major <br />resort destination area and also serves as the regional and <br />commercial center for West Hawaii. The Palani Road - Queen <br />Kaahumanu Highway intersection in Kailua-Kana is being developed <br />as a major commercial core. The other major resort destination <br />area and commercial area is at Keauhou. <br />82. The Hawaii County General Plan Land Use Pattern <br />Allocation Guide Map designates the Petition Area for Low, Medium <br />and High Density Urban developments and as an Urban Expansion <br />Area. The Low Density Urban designation allows single family, <br />ancillary community and public uses, and convenience -type <br />commercial uses. The Medium Density Urban designation may allow <br />villages and neighborhood commercial and residential and related <br />uses. The High Density Urban designation allows for much higher <br />density commercial, multiple residential and related services. <br />The Urban Expansion Area allows for a mix of high, medium and low <br />density uses, industrial and/or open designations. The <br />reclassification of the Petition Area will be consistent with the <br />General Plan's land use goal of containing Urban development <br />within certain sections of the North Kona District. The <br />
