• <br /> Article 25 Evaluation <br /> The Grant-in-Aid program has three phases: <br /> 1. Initial eligibility and vetting <br /> 2. Awarding <br /> 3. Expense and reporting <br /> Phase 1 Initial Eligibility and Vetting <br /> As described in Article 25, the Department of Finance has the responsibility to ensure that NPOs <br /> are doing the following: ' <br /> Section 2-137 Eligible organizations. <br /> 1. The non-profit is legally recognized as state tax-exempt by the IRS. <br /> 2. The organization's mission benefits County residents. <br /> 3. County-funded activities address educational, cultural, and various community needs. <br /> 4. The governing board is unpaid and conflict-free. <br /> 5. The organization follows specific bylaws and policies, including financial and conflict of <br /> interest management. <br /> 6. The organization has at least one year of relevant experience or proven expertise. <br /> 7. The organization must meet all necessary Federal, State, and County licensing and <br /> accreditation standards. <br /> In addition, the Department of Finance has the following responsiblities: <br /> Section 2-138 Conditions for grants. <br /> Obtain attestation that: <br /> 1. The organization hires based on merit and ability. <br /> 2. Follows Federal and State anti-discrimination laws. <br /> 3. Agrees to avoid using public funds for entertainment or perks. <br /> 4. Adhere to additional requirements set by the director for legal and management <br /> compliance. <br /> 5. Permit access to the director, council committees, staff, and county auditor for program <br /> and financial monitoring. <br /> 6. Submit a disclosure form listing any conflicts of interest among board members or <br /> administrators, including familial ties to council members, the mayor, managing director, <br /> finance director, or legal counsel, with mitigation measures for conflicts. <br /> Timeline for initial eligibility and vetting. <br /> • By November 30 Annually:The Director of Finance establishes a minimum fund amount <br /> for non-profit applications and publishes a notice soliciting applications. <br /> • By January 31: Non-profits submit their applications, ensuring compliance §§2-137 and <br /> 2-138. The Director of Finance submits all qualifying applications to Council. <br /> • By August 31: Agencies are notified of their funding or lack thereof. <br /> 5 <br />
