A <br /> SECTION 1 <br /> PURPOSE AND LOCATION <br /> A. Purpose <br /> This report has been prepared in accordance with the State land use <br /> boundary amendment and change of zone application requirements of <br /> the Planning Department and addresses how the requested State land <br /> use boundary amendment and change of zone would be consistent with <br /> the goals, policies, standards and courses of action of THE GENERAL <br /> PLAN HAWAII COUNTY, November 14, 1989. The report also describes <br /> the proposed residential subdivision development and identifies the <br /> existing and the proposed and required infrastructure for the <br /> proposed subdivision and the resulting impacts. <br /> B. Location and Background <br /> The subject property, consisting of approximately 10.28 acres, is <br /> located adjacent to and between the Kona Palisades and Kona <br /> Coastview subdivisions, approximately 1.3 miles makai (west) of <br /> <br /> Mamalahoa Highway and 2.4 miles mauka (east) of the Queen Kaahumanu <br /> Highway in Kalaoa 4th, North Kona, Hawaii, and is identified as <br /> TMK:(3)7-3-10:37 (Lot 47-B-2), as delineated on Exhibit A. The <br /> existing ground elevation across the property extends from <br /> elevation 810 to 930, with respect to mean sea level. <br /> There are no existing structures on the property. The property is <br /> vacant, unimproved and not in use at the present time. The property <br /> <br /> was used as a cattle pasture many years ago, but has probably not <br /> been used for any activity in the last 15-years or longer. <br /> SECTION 2 <br /> PROPOSED DEVELOPMENT <br /> <br /> A. Request and Project Description <br /> Kona Scenic Land, Inc., the Applicant, is applying for a State Land <br /> Use Boundary amendment from Agricultural (A) to Urban (U) and for <br /> a change of zone from Unplanned (U) to Single Family Residential <br /> 1 <br /> <br />
