October 17, 2024, HSAC Executive Committee Meeting Minutes Page 1 3 3aSSPS6 AS. A <br />�'QCOU S\tb <br />CM Paltin: We sent our report yesterday. I just want to add that the lack of <br />archeologists at Ship D is causing a real problem for us with the historic district and the rebuild. <br />We have about 60 cultural monitors phasing out from the debris removal. I heard that there's an <br />online certification course from Washington State University with a certificate to become <br />archaeological monitors, which we're desperately in need of also. They can walk out with like 50 <br />to $70,000 annual a year jobs. So we're trying to see if maybe half of the cultural monitors can <br />convert and become archaeological monitors. <br />iv. City and County of Honolulu <br />CM Waters: I just want to report on Bill 46, which is the empty homes tax moving through our <br />council. It's been difficult. What I'm trying to do is figure out as many exemptions as possible so <br />that we don't affect local people. <br />CM Kimball: Have you looked at our 2 tier system for residential as another possible <br />alternative? We have homeowners, which are the lower tax rate, and they get all the homeowner <br />benefits. But then we have the residential rate, and it's tiered, and I think Maui does this, too. <br />Where once you get over 2 million, anything over 2 million gets taxed at a higher rate, and that <br />brings that revenue. <br />CM Paltin: We have 3 tiers of non owner occupied. It's been a great tool to not ring out the <br />lowest properties, while we get a little bit more revenue from the higher end properties. The <br />important thing to distinguish is it's progressive. So everyone, their 1 million dollars of value is <br />treated the same. <br />Motion to accept county reports. Approved. <br />c. NACo Report <br />CM Waters: Dec 3-7th. Hotel is sold out, but we could rent a house for cheaper if anyone else is <br />going. <br />Conversation on who is going and for Tamara Paltin to go, discussion on fire mitigation from <br />Sonoma fires. <br />d. WIR Report <br />Shane Sinenci: Researching what hotels will be available in Kaanapali. <br />Michelle Galimba: happy to help with finding speakers. <br />e. Executive Director Report <br />N Parsons: Putting together the guidebook for review of the conference. Thank you Tommy for <br />hosting and all the time and effort and money raised.
