Dr. Holeka Goro Inaba, Council Chair <br />and Members of the County Council <br />County of Hawaii <br />March 19, 2025 <br />Page 2 <br />The Commission recommended making the following additions, deletions, and amendments to <br />the Draft Plan: <br />1. Include the amendments recommended by the Planning Director in his enclosed <br />memorandum to the Commission dated February 18, 2025. <br />2. Add the language related to public access, trails, recreation and scenic resources that <br />were present in the Draft General Plan released by the Planning Department in 2019 as <br />suggested by the Hawaii Island Na Ala Hele Advisory Council in their enclosed letter to <br />the Commission dated February 18, 2025. <br />3. Add a definition for "Lo`i" to the Glossary to read:"Lo`i is a traditional Hawaiian taro <br />patch, designed specifically for cultivating taro (kalo) in wetland environments. These <br />patches are often found in valleys or along streambanks, where they can be irrigated and <br />flooded to create optimal growing conditions." <br />4. Add a definition for "Loko I`a", to the Glossary to read: "Loko I`a is an ancestral <br />hawaiian fishpond that is a unique aquaculture system that optimizes natural patterns of <br />watersheds, nutrient cycles, and fish biology. Loko I`a feed and connect communities." <br />5. Page 9, Glossary, amend the definition for Ahupua`a, to read: "Ahupua`a is a Native <br />Hawaiian comprehensive and holistic system of careship of biocultural and socio- <br />political systems and resources that are inclusive of wao or horizontal bioregions." <br />6. Page 9, Glossary, amend the definition for `Aina to read: "`Aina is a Hawaiian term that <br />means land or earth that sustains and feeds the ecosystems and its communities." <br />7. Page 14, Glossary, delete the term "hosted" from the definitions. <br />8. Page 19, Glossary, amend the definition for Stakeholder to read: "Stakeholder is any <br />Hawaii County residents, individual, group, or organization that has an interest or <br />concern in a particular project, decision, or activity and can be affected by its outcomes. <br />They can influence or be influenced by the objectives, policies, and performance of an <br />organization or project. Effective stakeholder engagement and management are crucial <br />for the success and sustainability of any initiative, as it helps ensure that diverse <br />perspectives and interests are considered." <br />
