Include amendments recommended by the Planning Director submitted on March 11, <br />2025, to the Commission relating to the Department of Hawaiian Home Lands (DHHL) <br />authority and a land use map change. <br />3. Add a definition for "Incentives" to the Glossary section and provide examples of <br />incentives throughout the Draft Plan. <br />4. Page 19, Glossary section, delete the word "Stakeholder" and replace with "Interested <br />Parties" to read: "Interested Parties is any individual, group, or organization that has an <br />interest or concern in a particular project, decision, or activity and can be affected by its <br />outcomes. Interested parties can include a wide range of entities, such as employees, <br />customers, suppliers, investors, government agencies, community members, and non- <br />governmental organizations. They can influence or be influenced by the objectives, <br />policies, and performance of an organization or project. Effective interested parties' <br />engagement and management are crucial for the success and sustainability of any <br />initiative as it helps ensure that diverse perspectives and interests are considered." <br />5. Page 29, Section 1.1, under `Authority Limits of the General Plan', amend the end of the <br />second sentence to read: "Further, it contains no authority to change previously existing <br />subdivisions or zoning, and no authority over lands governed by the Department of <br />Hawaiian Home Lands." <br />6. Page 31, flow chart named Figure 2 `Comprehensive Review Process' in the `Planning <br />Commission Review' box to provide clarifying detail the Planning Commission only <br />reviews and County Council has the final approval of the General Plan. <br />7. Page 42, Policy 1.17, amend to read: "Allow the environmentally safe and responsible <br />redevelopment of existing waterfront commercial structures consistent with the <br />community character to preserve overwater views." <br />Page 107, Table 29: `Transportation Opportunities' under section titled `Continuing, <br />Comprehensive, & Cooperative Planning', amend to add: "To allow market conditions to <br />determine actual usage and future infrastructure to determine the best means of <br />transportation needs and related issues." <br />Page 133, delete Action 26.f in its entirety, which reads: "Collaborate with the DOH to <br />develop standards and/or guidelines for construction and use of rainwater catchment <br />systems to minimize the intrusion of any chemical and microbiological contaminants." <br />
