Hawaii County Council-25 October 22,2025 <br /> CHR. INABA: Council Member Kimball. <br /> MS. KIMBALL: In the context of this bill, the terminology for hens applies to <br /> the various species, not just chickens. So it would be the same calculation as the <br /> terms of the permissible number. I would reflect, though, that per the last <br /> amendment we made in Committee, there was that additional language about <br /> requiring to meet DOA (Department of Agriculture) guidelines with respect to the <br /> caretaking of certain types of species. So that may have an influence on the <br /> number based on what is the recommended guidelines there. <br /> MR. ONISHL So, Director, my concern would be about the noise. How would <br /> you folks deal with that? <br /> MR. DARROW: I believe that's exactly why that amendment was made at the <br /> last hearing regarding oversight for the other different departments that actually <br /> manage that. This would not be the Planning Department's kuleana. We would <br /> be focused mainly on the use itself. <br /> MR. ONISHL So someone would have to call the police. <br /> MR. DARROW: I believe it would be the Department of Health. <br /> MR. ONISHI: With noise only. <br /> MR. DARROW: Correct. <br /> MR. ONISHL Okay. I guess, with this action committee person, excuse me, can <br /> you come forward? <br /> CHR. INABA: Vice Chair Onishi, Mr. Pelletier was here for(inaudible) <br /> MR.
