Hawaii County Council-25 October 22,2025
MR. PELLETIER: It has been brought up at the committee, this bill.
MR. ONISHL Don't you folks have a lot of residential?
MR. PELLETIER: Yes. The Kona CDP does cover residential, yeah. But it
hasn't been discussed at our committee.
MR. ONISHL Okay.
MR. PELLETIER: Thanks.
MR. ONISHL Thank you, I yield.
CHR. INABA: On the amendment, any further discussion? Seeing noneoh,
Council Member Hustace.
MR. HUSTACE: Just a question to the maker in terms of the numbers because
-
I just wanted to hear your thoughts on this because does the size of the birds,
you know, produce a certain number of eggs, size of eggs, but the number is still
the same regardless of the species. But quail in particular, and guinea hens, are
kind of on the smaller side. So the number still restricts only that"two hens for
the first three thousand square feet." So quails are really producing a lot fewer
eggs and a lot smaller eggs. And typically, we see quails that are at a much larger
scale that are produced. You have a large poultry farm for quails in particular.
They produce a lot of hens there. So I just wanted to share that and if you have
any other thoughts on that.
MS. KIMBALL: I invite you to come up with a formula that's based on the
production or bird size and the square footage and how many birds are
MR. HUSTACE: No thank you.
MS. KIMBALL: Let me throw it into ChatGPT and see what they suggest. But,
yes, I mean I think that there's probably room for review of this legislation as we
see it implemented. And if that numbering does present a problem for some of
the smaller birds, I think it bearsI mean, I can bring something to the next
hearing that might offer some alternatives based on productivity. But I don't
think we want to get too complicated.
MR. HUSTACE: No, I agree. Thank you, Council Member. Thank you, Chair.
CHR. INABA: Thank you. Any further discussion? Seeing none, all those in
favor of amending Bill 52, Draft 2, with the contents of Communication 286.7,
please say "aye."
Page 33
