Public Purpose of Requested Funds <br />Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the <br />proposed program or service provides direct public benefits and fulfills a public purpose within the County. <br />49. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the <br />interests in the following areas. Please select all the public benefits to be derived from your County fund <br />request: <br />Educational concerns <br />Public health and welfare of the people and the environment <br />50. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these <br />funds. <br />With these funds, the Boys to Men Hawaii Mentoring Program aims to strengthen its impact by expanding reach, <br />improving outcomes, and ensuring long-term sustainability. The program will serve at least 100 middle and high school <br />boys annually at Waimea Middle Public Conversion Charter School, Kohala Middle School, Kohala High School, and <br />Waikoloa Middle School, providing weekly group mentoring sessions, positive role models, and culturally grounded <br />learning experiences. Success will be measured through academic, behavioral, and social -emotional growth indicators. <br />At least 60% of participants are expected to maintain or improve their GPA over the course of the school year, and at <br />least 40% of boys identified with chronic absenteeism are expected to demonstrate measurable improvement in <br />attendance. At least 85% of participants are expected to reduce or eliminate behavioral referrals, reflecting improved <br />self-control and respect for peers and teachers. Additionally, at least 70% are expected to demonstrate growth in <br />resilience, communication, and conflict resolution, as measured through pre- and post -program surveys. The program <br />will recruit, train, and support 25 to 30 volunteer mentors annually, ensuring the sustainability and consistency of <br />these relationships. Feedback from boys, parents, and school staff will track perceived improvements in responsibility, <br />self-confidence, and connection to the community. Long-term, these investments will reduce the risks of <br />disengagement, school failure, and negative peer influence, while fostering pathways to leadership, education, and <br />workforce readiness. This will transform the lives of boys and strengthen families, schools, and communities across <br />Hawai'i. <br />
