A concise outline describing how the proposed project will meet the purpose of the project <br />The 2026-2027 CBB/CLR Pesticide Subsidy Program is needed to keep the coffee growers in <br />business. <br />Coffee berry borer (CBB) and Coffee Leaf Rust (CLR) are insidious pests that are threatening the <br />viability of Hawaii's coffee industry and research has shown that subsidizing the cost of pesticides <br />is an effective and necessary incentive to encourage farmers to adopt recommended pest <br />management strategies. This program will aid coffee growers by offsetting the cost of purchasing <br />approved pesticides that are effective in controlling and managing CBB and CLR. A collaborative <br />partnership between the County of Hawaii and the State of Hawaii Department of Agriculture and <br />Biosecurity (HDAB) will enable the easiest access to the program for the coffee farmers most in <br />need. <br />The program procedures are based on the guidelines in Act 216, SLH 2O23, however, the funds <br />will be from HDAB, Act 250, SLH 2O25. <br />The program will allow the farmer to receive up to seventy-five per cent of the costs incurred for <br />the purchase of the pesticides during July 2024 — June 2025 (FY25), and July 2025 — June 2026 <br />(FY26) . <br />The County shall reimburse verified receipts at 75%; provided that no single coffee grower shall <br />receive subsidies that are more than $600 per year per acre of land in coffee production for CBB <br />
