CBB/CLR Pesticide Reimbursement2026 <br />3. Economic importance: Coffee contributes significantly to HawaiTs agricultural economy <br />and cultural identity. Losses from unmanaged CBB/CLR would undermine rural livelihoods <br />and export markets. <br />4. Equity and access: Subsidies ensure that smallholder and family farms —who lack <br />economies of scale —can access approved control products. <br />5. Transitional need: Subsidies are essential until cost-effective, long-term solutions <br />(resistant varieties, improved biocontrol) are developed and adopted. <br />4. Conclusion <br />The continuation of the CLR/CBB subsidy program is scientifically justified and economically <br />necessary. Both pests are endemic in Hawai'i, and without sustained support, growers face <br />untenable costs and yield losses. Subsidies bridge the gap until durable, cost-effective solutions <br />are discovered and implemented. <br />PROVIDE A LISTING OF THE OBJECTIVES THAT THIS PROJECT HOPES TO ACHIEVE <br />Objective 1: Support coffee producers in the State of Hawaii with 75% subsidy on approved <br />purchases of pesticides to control and manage CBB and CLR. <br />MEASURABLE OUTCOME/S AND PROCESS/METHOD OF DATA COLLECTION <br />Process claims for 50 coffee producers. <br />The program will start on July 1, 2026, and continue through June 30, 2027 or until all funds are <br />exhausted. The County will receive producers' applications for subsidies and process them for <br />payment. <br />
