1c OR N4 Attachment 1 a 4IZ, .: STATE OF HAWAII p SCOPE OF SERVICES -DRAFT VERSION - The CONTRACTOR shall provide and perform, in satisfactory and proper manner, as determined by the STATE and in accordance with the terms and conditions of the Contract, the CONTRACTOR's proposal titled "2026-2028 CBB/CLR Pesticide Subsidy Program"), attached hereto and made a part hereof, and the General Conditions (document labeled "AG-008 103D General Conditions"). All labor and services to plan and execute the reimbursement of approved pesticides purchased to control coffee berry borer and coffee leaf rust ("CBB/CLR") shall include, but are not limited to the following: 1. The CONTRACTOR: A. Shall distribute funds to coffee growers who are affected by CBB/CLR and are working to control the effects of CBB/CLR through reimbursement of approved pesticides purchased for the control of CBB/CLR on coffee trees. B. May use up to $10,000.00 of funds to verify applications and receipts, process reimbursements and disburse funds. C. Shall disburse up to $140,000.00 as pesticides subsidies to qualified coffee growers in accordance to the following: (i) Funds shall be disbursed upon approval on an annual basis to the coffee grower for up to seventy-five percent of the costs incurred for the purchase of pesticides for the period beginning July 1, 2024 through June 30, 2025 and for the period beginning July 1, 2025 through June 30, 2026. (ii) No single coffee grower shall receive subsidies that are more than $600 per year for coffee berry borer control and more than $600 per year for coffee leaf rust control per acre of land in coffee production, and provided further that no single coffee grower shall receive subsidies that total more than $12,000 per year. D. Is not required to disburse additional funds after the funds provided in this Contract have been expended. E. Shall submit brief semi- and annual financial reports following a STATE template on reimbursements and program expenses. F. Shall maintain proper accounting procedures and practices acceptable to the STATE, including but not limited to, maintaining books, records, documents, and other evidence related to the reimbursement of pesticides purchased for the control of CBB/CLR. G. Agrees to (a) mention the STATE as outlined below, on all news releases, manuscripts and other informational materials and publications regarding the reimbursement of pesticides purchased for the control of CBB/CLR and (b) send to the STATE copies of all such materials simultaneously with the release to the public. In any such promotional material, the STATE shall be mentioned with such terms as "in cooperation with the State of Hawaii Department of Agriculture and Biosecurity" or of produced with funds from the State of Hawaii Department of Agriculture and Biosecurity" or "co -sponsored with the State of Hawai'i Department of Agriculture and Biosecurity," or variants thereof.
