Give reasons how new duties arose (statutes enacted. ordinances, newly <br /> authorized programs, basis for increased workloads, etc.): <br /> Hundreds of children walk to and from school between the two adjoining <br /> campuses of Kealakehe Elementary School (population 995) and Kealakehe <br /> Intermediate School (population 941) every day. The heavy traffic and <br /> speeding conditions at the intersections of: 1) Kealakehe Street and <br /> Kealaka'a Street and 2) Kealakehe St and Onipa'a Street), pose a great <br /> danger to the children on a daily basis. These intersections are <br /> governed by two-way stops, Kealakehe Street being a through street, and <br /> Kealaka'a and Onipa'a Streets with stop signs. <br /> 2. Can new duties be assigned to existing positions or handled in other way such as short <br /> term contracts, etc. <br /> <br /> No. Two other school crossing guards are assigned at the intersection <br /> of Kealaka'a and Kumakani Streets. <br /> <br /> <br /> <br /> <br /> <br /> 3. How will new position increase the efficiency/effectiveness of operations?
