BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Accounts Division has reported that there are lapsed fund <br /> balances for various appropriations established by Ordinances <br /> 97 -120, 97 -121 and 97 -134 as shown on Exhibit A.
