26 State Register of Hlstorlc Places: The Plantation Manager's Estate is on the State <br /> Register of Htstoric Places, however, it will not be a part of the proposed development. <br /> 27 Scenic Resources: The proposed development will be located on the mauka side of the <br /> old government road and due to the sloping lands as well as the existing trees and <br /> vegetation, ~s not expected to impact view planes of the Waipio Valley <br /> <br /> 28. Water and Coastal Resources: The subject properties are mauka of the old government <br /> road. They are located over a mile from the coastline. The applicant proposes to utilize a <br /> septic system or an alternative acceptable to the Department of Health. <br /> <br /> 29. Noise, Air Quality sod Daat: Short-term nose and dust impacts are anticipated during <br /> construction, however, fire applicant will adhere to guidelines of the Department of <br /> Health. It rs not anticipated that air quahty will be affected by the development. There <br /> will be added traffic, however, the parking area will be paved. <br /> <br /> 30. Economic Impacts: It is estimated that the first phase will generate at least 40-50 new <br /> full and pert-time jobs. Upon completion of this project, it is estimated that an additional <br /> 15-20 full and part-time jobs will be created. <br /> <br /> 31. Agricultural Impacts: Although, the lands along the Hamakua Coast were historically <br /> used for sugar cane cultivation, the lands now remain fallow. Based on the development, <br /> the agricultural potential of the subject lands will be removed. <br /> 32. Traffic Impact: Access for the subject development will be from the Honokaa-Waipio <br /> Road, which is a State owned two-lane highway with 12-foot lanes and 6+ foot wide <br /> shoulders. A traffic impact study was originally completed for the Amen resort, which <br /> noted that the level of service was "A" or "good." No additional development of the area <br /> has occurrod since 1992, which would change the level of service. However, the <br /> applicant will comply with the Department of Transportation requirements. <br /> 33. FIRM: Zone X (area outside of the 500-year flood plain). <br /> 34. Surrounding Zoning/Laad Uses: The village of Kukuihaele consist of about 60+ <br /> homes with a population of about 300. Single family residences are located to the south <br /> of the properties, (Tiger Camp Plantation, Kona Camp and around the "Last Chance <br /> Store'. Also in the vicinity is the old social hall, post office, the Roman Catholic <br /> -9- <br /> <br />
