Alternstlves to the Development: If the proposed development were not approved, the <br /> site would remain in its present condrtion. Lands would continue to be used for <br /> intermittent grazing and a large residential estate. Under the existing RS-15 and V-43 <br /> zoning, one parcel could be subdivided into 20-2415,000 square foot lots, whereas the V- <br /> 431ands could result in approximately 12 hales. As the original concept for the Aman <br /> resort has been abandoned, the viability of the V-43 is questionable. <br /> <br /> PUBLIC FACILITIES AND SERVICES <br /> <br /> 36. Access: Although the properties where the development will occur has frontage on both <br /> the Honokaa-Waipio Road and the old government mad, the proposed access for the <br /> proposed resort development will be from the Honokaa-Waipio Road. The Honokaa- <br /> Waipio Road rs a State Highway with an approximate 25-foot wide pavement, with 3-4 <br /> feet paved shoulders. The old government road is maintained by the county and is <br /> approximately 21 feet wide. <br /> 37. Water: Water is currently serviced by the Couaty Department of Water Supply's <br /> Kukurhaele system. A limited number of water commitments are availabe, as such, water <br /> needs for the entire proposed development may not be met through the current water <br /> system. According to the Department of Watea Supply, extensive on and off-site <br /> improvements would need to be constructed. <br /> 38. Wastewater: Wastewater will be by septic system or a system approved by the <br /> Department of Health. <br /> 39. Drainage: Waikokoe stream bisects the western portion of MTK: 4-8-06: 13. According <br /> to reports from residents, there have been some flooding in the area The applicant <br /> proposes to accommodate on-site generated runoff as well as to protect the srte from any <br /> potential overflow from the Waikoekoe Stream. <br /> 40.
