ANALYSIS <br /> The General Plan is a policy document of the long-range comprehensive development <br /> <br /> of the Island of Hawaii. It provides alternatives and options for the balanced growth of the <br /> County and for the coordinated expenditure of public funds for capital improvement projects. <br /> As a policy document, it expresses the goals for the present and future community from an <br /> islandwide basis. The document includes goals, policies, standards and courses of action <br /> covering a range of county and community concerns, including economics, environmental, <br /> social, land use and the coordination of governmental facilities and services. <br /> Transportation is the systems and modes of conveyance of people and goods from place <br /> to place. It can be considered the major infrastructural element of an area. The purpose of <br /> transportation planning is to provide faster, safer and more efficient travel. As transportation <br /> systems are expensive to construct and maintain, great care and foresight are needed in <br /> developing plans for them. <br /> The overall Transportation goals, policies and standards are set forth to physically plan <br /> the circulation in the County in the best interest of the island's residents. The reasons to <br /> support [he deletion of the proposed northern Komohana Street 80-foot right-of-way alignment <br /> from its intersection at Waianuenue Avenue toward and across the Wailuku River would not <br /> conflict with the following goals, policies and standards of the General Plan's Transportation <br /> Element: <br /> * Provide a transportation system whereby people and goods can move efficiently, <br /> safely, comfortably and economically. <br /> * Provide a system of thoroughfares and streets for the safe, efficient and <br /> comfortable movement of people and goods between and within the various <br /> sections of the County. <br /> * The County shall coordinate with appropriate Federal and State agencies for the <br /> funding of transportation projects for areas of anticipated growth. <br /> * Transportation and drainage systems shall be integrated where feasible. <br /> -10- <br /> <br />
