* The County shall develop short and long range capital improvement programs <br /> and plans for transportation which are consistent with the County General Plan. <br /> * Secondary arterial is a street of considerable continuity which is primarily a <br /> traffic artery for intercommunication between or through large areas; <br /> interconnect with and augment primary system. <br /> * A realignment of the Saddle Road from the Forest Reserve boundary on the <br /> south side of Kaumana Drive and along the north side of Puainako Street, <br /> intersecting the present Puainako alignment at Kinoole Street and continuing to <br /> the intersection of Kanoelehua Avenue should be constructed. <br /> * Widen Akolea Road to provide the uppermost cross-city connection from <br /> Piihonua to Kaumana and the upper reaches of Ainaola Drive. <br /> * Provide an integrated State and County system so that new major routes will <br /> complement and encourage proposed land uses. <br /> As previously mentioned, the General Plan Facilities Map delineates Komohana Street <br /> <br /> as an 80-foot right-of-way secondary arterial which extends in a northerly direction from its <br /> intersection at Waianuenue Avenue towards lands on the Hamakua side of Wailuku Drive and <br /> <br /> terminates near Honomu, and in a southerly direction from its intersection at Ainaola Street to <br /> Keaau. The Facilities Map also reflects the following proposed and/or existing 80-foot <br /> right-of-way secondary arterials: <br /> 1) Akolea Road is approximately 2.3 miles and less than 5 minutes from the <br /> intersection of Komohana Street and Waianuenue Avenue. Since 1935, Akolea <br /> Road extended from Kaumana Drive to Waipahoehoe Stream/Gulch, <br /> approximately 4,600 feet. Subsequently in 1949, Akolea Road extended in the <br /> north direction for a mile to connect to Waianuenue Avenue. A major length of <br /> Akolea Road, from Waianuenue Avenue toward Kaumana Drive, presently has <br /> a 20-foot pavement and 3-foot paved shoulders within an existing 40-foot <br /> right-of-way. The remaining portion of the road to Kaumana Drive has a <br /> minimum 10-foot pavement within the 40-foot right-of-way. The entire Akolea <br /> Road was resurfaced in June 1995.
