center. HPM is relocating from a smaller existing site within the KIS. The Trust <br /> estimates that future development may comprise of approximately 40 acres for <br /> commercial uses, 29 acres for industrial uses and 21 acres for outdoor commercial <br /> recreation uses. <br /> "Commercial uses are anticipated along Makala Boulevard and along Queen Kaahumanu <br /> Highway. Industrial uses, including the proposed HPM development, are anticipated in <br /> areas adjoining the existing KIS, and outdoor recreation uses are anticipated along <br /> Kuakini Highway, coinciding with the adjoining Old Airport State Park. <br /> '°For the purpose of assessing project impacts and infrastructure requirements, <br /> Liliuokalani Trust projected development densities on the basis of 8,000 s.f. per acre for <br /> commercial uses and 5,600 s.f. per acre for industrial uses. The scale of these projections <br /> coincide with existing commercial uses at Makalapua Center, and existing industrial uses <br /> within the KIS and on the planned HPM site. <br /> "On this basis, total gross floor area yields in the project area are estimated at 310,400 s.f. <br /> of commercial floor area and 113,100 s.f. of industrial floor area, with another 20.9-acres <br /> anticipated for outdoor recreation use. <br /> "For the purpose of assessing project impacts and infrastructure requirements, <br /> development was projected to occur in three phases; with Phase I representing anticipated <br /> development by 2010, Phase 2 representing development by 2020, and Phase 3 <br /> representing development beyond 2020. <br /> "Phase 1 development is anticipated to include both expansion of the existing KIS <br /> developments onto land within the project area, and new development mauka of Luhia <br /> Street. <br /> "Phase 2 is anticipated to extend development incrementally along Makala Boulevard and <br /> to the makai side of Luhia Street. <br /> "Phase 3 development is anticipated to occur throughout the remaining area between <br /> Phase 2 and Kuakini Highway." <br /> <br /> 19.
