STATE & COUNTY PLANS <br /> 20. SLU: Urban. <br /> 21. General Plan Consistency: Economic, Recreation and Land Use elements goals, <br /> policies. and courses of action for North Kona. <br /> 22. GP LUPAG MAP: The General Plan Land Use Pattern Allocation Guide (LUPAG) <br /> map currently designates the subject properly for Industrial uses. Industrial areas include <br /> uses such as manufacturing and processing, wholesaling, large storage and transportation <br /> facilities, and light industrial uses. It should be noted that the General Plan states that the <br /> Zoning Code can be amended to create mixed use zones and that such mixed use zones <br /> are appropriate in areas of economic transition, such as light industrial areas which are in <br /> demand as sites for commercial uses. Given the language contained in the General Plan, <br /> the gradual transformation of the adjacent Kona Industrial Subdivision to an area of <br /> mixed industrial and commercial uses, and the proximity of the project area to KIS, the <br /> proposed project is consistent with the current LUPAG designation. Furthermore, <br /> according to the County's General Plan Preliminary Draft dated September 1, 2000, the <br /> subject area is proposed to be designated for IndustriaUCommercial uses. Also, the Draft <br /> states that "Industrial-commercial mixed use districts shall be provided in appropriate <br /> locations" in the North Kona district. It should be noted, however, that the General Plan <br /> Preliminary Draft has not yet been approved and that the proposed LUPAG revision for <br /> the project area is subject to change. <br /> 23. ~-Iavvaii State Plan Consistency: Economy, Physical environment, Land and Air <br /> Quality, Facility systems for Solid and Liquid Wastes, Water, Socio-cultural <br /> advancement (Leisure) objectives and policies. <br /> 24. Kona Regional Plan: The Kona Regional Plan adopted by the Planning Commission in <br /> April 1984, designates the area for Urban Expansion. <br /> <br /> 25. Keahole to Kailua (K to K) Developanent Plan: The K to K Plan, which was adopted <br /> by the County Council by Resolution on Apri13, 1991, designates the area of the subject <br /> property for CommerciaUlndustrial uses. The Plan was adopted as a guide to be utilized <br /> in the development of infrastructure and land uses in the region. <br /> -6- <br /> <br />
