The Contract Auditor shall deliver 50 copies of the final audit report to <br /> the County Council and 2 copies to the State Legislative Auditor. <br /> Distribution of the reports to the officials of the agencies audited and to <br /> other state and county officials shall be made by the County Council. <br /> 3. Report on Single Audit. The Contract Auditor shall prepare copies of the <br /> Single Audit on the programs in receipt of Federal financial assistance for each <br /> of the four consecutive years commencing with the fiscal year ending June 30, <br /> 2002. 100 copies of the report shall be submitted to the Finance Department <br /> no later than December 31. A County's Single Audit Report for the Fiscal <br /> Year Ended June 30, 2000, is included as Appendix 13. <br /> 4. Report on the Department of Water Supply. The Contract Auditor shall <br /> prepare 24 copies of an annual audit report on the financial statements of the <br /> Department of Water Supply, County of Hawaii, commencing with the fiscal <br /> year ending June 30, 2002. Any findings and recommendations concerning <br /> internal and operational control matters of the department shall be included as <br /> part of the independent general audit report on the County's financial <br /> statement. The Department of Water Supply's Audit Report for Fiscal Year <br /> Ended June 30, 2000, is included as Appendix C. <br /> 5. Report for Landfill Financial Assurance. The Contract Auditor shall furnish 5 <br /> copies of the letter report required by 40 Code of Federal Regulations, Part 258 <br /> that enables the County to be self insured for closure, postclosure care, and <br /> remedial action for the landfills. An example of such a report is attached as <br /> Appendix D. <br /> 6. The County of Hawaii anticipates it will prepare one or more official <br /> statements in connection with the sale of debt securities which will contain the <br /> general purpose financial statements and the auditor's report thereon. The <br /> Contract Auditor shall be required, if requested by the fiscal advisor and/or the <br /> underwriter, to issue a "consent and citation of expertise" as the auditor and <br /> any necessary "comfort letters." <br /> <br /> E. Audit Activities <br /> 1. Legal Authority. In ascertaining whether or not the financial transactions of <br /> the agency are in compliance with applicable laws, ordinances, regulations and <br /> administrative procedures, the Contract Auditor shall be sufficiently <br /> knowledgeable with the applicable sections of the following documents: <br /> • Constitution of the State of Hawaii <br /> • Hawaii Revised Statutes <br /> • Hawaii County Charter <br /> -10- <br /> <br />
